Seeking Dental Assistance in Tennessee

I visited the Tennessee site  (for donated dental services) and they are not receiving any applications as the wait is already very lengthy. Where can I go from here? My brother is an incomplete quadraplegic and has lost alot of his teeth. I’m sure he could get the rest pulled but has no money for dentures. Can you help?

    Where in Tennessee? I need to know the city or at least the county so I can find the services in his area. Thanks!
