Home Rehab Grants Available in Illinois

Rock Island Economic Growth Corporation is accepting applications from March 29 – April 16, 2010 for the Single-Family Owner Occupied Rehab (SFOOR) program. This program provides financial assistance to Rock Island homeowners needing to bring their homes up to minimum housing quality standards.

You can get an application at the GROWTH office, 120 16 ½ Street, Rock Island, IL or visit their website at www.LiveRI.com. Applications must be completed and returned prior to 5 p.m. on April 16, 2010.

Applications will be screened for eligibility within five days of receiving the application. These grants are awarded on a lottery basis, to keep the selection fair. Notices will be sent informing applicants if they will be submitted into the lottery drawing, or a reason for denial of the application. At least twenty homeowners will receive assistance; however a total of thirty names will be drawn in case any of the first twenty do not meet the full eligibility requirements.

Applicants must meet the following requirements:

- The home must be located within the city limits of Rock Island.

- The home must be a single-family owner-occupied residence.

- The homeowner must have owned the home for a minimum of one year at the time of the application.

- All property taxes must be current now and have been current prior to the end of the previous year.

- The home can not be purchased on contract.

- The homeowner’s insurance must be current and have had no lapses for the prior year.

- The home can not have received prior rehab assistance from GROWTH or Project NOW’s HOME, Housing Trust Fund (HTF), or SFOOR programs.

- This program is designed to bring the home up to general housing quality standards including health, safety, and code violations as determined by GROWTH’s Rehab Specialist.

- The maximum allowable improvement amount is $24,999 as determined by GROWTH’s Rehab Specialist. Properties requiring in excess of $24,999 are deemed ineligible to participate.

- A credit report will be requested prior to the home inspection.

- Household income must be 80% or below the area median income*

4 persons $49,300 8 persons $65,100

Residential Special Hardship Program

ComEd offers assistance programs to it’s customers. One of these is the “Residential Special Hardship Program”. This program provides a one-time grant of up to $1,000 for residential customers with household incomes at or below 400 percent of the poverty level ($84,800 for a family of four) that identify a hardship.

This can include medical hardship, military hardship, senior hardship, disability hardship, loss of employment, family crisis, property damage or victim of criminal activity. Applications are processed by Illinois Association of Community Action member agencies (IACAA) Low Income Home Energy Assistance Program (LIHEAP offices).

Financial Assistance for Seniors and Disabled

The Illinois Department on Aging’s Circuit Breaker program provides grants to senior citizens and persons with disabilities to help them reduce the impact of taxes and prescription medications on their lives.

The program is intended for Illinois Residents, age 65 or older or with a disability, and who meet certain income requirements. Types of assistance available include grants for property taxes, license plate fee discounts, free public transit, and prescription drug assistance.

If you have applied for and/or received assistance from this program in the past, be aware that you do have to reapply each year.

Critical Fierceness Grant

Chances Dances is accepting applications for their Critical Fierceness grant. This program offers a unique opportunity for queer artistic expression. Individuals or groups who wish to utilize the Critical Fierceness Grant for artistic purposes and who identify themselves or their work as queer are encouraged to apply.

The grants are awarded in amounts up to $500. Chances Dances is proud to provide the Critical Fierceness Grant as an opportunity for personal exploration, community development and radical change through art. The application deadline is December 31.

Emergency Rent Assistance

The purpose of Champaign County Regional Planning Commision’s Emergency Rent Assistance Program is to help homeless households obtain housing and near-homeless retain housing. Services provided in this program include information and referral, assistance with landlord negotiations, housing counseling, and emergency rent assistance.

You may be eligible for rent assistance if:

You have steady income to pay future rent.
You have not received rent assistance from our office in the past 24 months.
Your rent and utilities combined do not exceed two-thirds (66%) of your income. We must always add $100 for utilities, unless they are included in your rent. For example, $400/month rent + 100/month utilities = $500/ 66% = $758 income needed
You are homeless or near-homeless (homeless means that you do not have a permanent residence, this includes households residing in shelters, staying with family or friends, or staying in a place not usually used for sleeping (car, street. etc.)

Emergency Financial Assistance in Chicago

The Emergency Fund provides immediate financial assistance to help low income Chicago area individuals and families through a crisis or transition. Those qualified for the Financial Assistance Program can receive help in two ways:

Crisis Solution Grants are designed with the short-term needs faced by the working poor in mind. Transportation passes, food vouchers, eye glasses, prescription medicine, and clothing are examples of the many uses of Crisis Solution Grants. Families can receive up to $300 in assistance, once per year. Payments are made directly to landlords, utility companies, or other service providers on behalf of the client.

Self-Sufficiency Grants assist families with rent, utilities, and basic necessities while the head of household completes an employment program. Families may receive assistance multiple times within a period of several months, with a limit of $2,500 per year. Self-Sufficiency Grants have been used to support families while the father completed a job-training program, to support a single woman as she worked towards getting her medical degree certified in the U.S, and more.
