			<content:encoded><![CDATA[<p><img class="alignleft" style="border: 10px solid white;" title="Get help paying utility bill" src="http://www.dss.virginia.gov/globalimage/vdss_logo.gif" alt="Get help paying utility bill" width="76" height="92" />You can get help paying your utility bill.  Most people think of these programs in the winter, when it&#8217;s so cold, but there are programs available to help pay your utility bill in the summer when you get whacked with the costs to run an air conditioner.</p>
<p><span id="more-3008"></span></p>
<p>Virginia residents can get help at the Department of Social Services.  To qualify, there must be at least one person in the house under 6 or over 60 years old.  Income requirements also must be met.  One-person households with a maximum gross  monthly income of $1,174 before taxes — of $2,389 for a household of  four — are eligible to receive assistance.</p>
<p>The deadline to apply for <a href="http://www.dss.virginia.gov/benefit/ea/cooling/index.cgi" target="_blank">utility bill assistance</a> in Virginia is August 16.</p>

<p>Energy Services include:</p>

<li>Financial aid to pay a portion of heating costs.</li>
<li>Crisis intervention for threat of or no heat<br />
situations.</li>
<li>Energy Related Repair for home heating system<br />
repair or replacement.</li>
<li>Referral to Weatherization and other social  service<br />
providers.</li>
</ul>
<p>Eligibility for Energy  Services is  calculated by looking at gross income (your income before taxes and  other deductions) for the previous three-month period.</p>

			<content:encoded><![CDATA[<p>The Monroe County Housing Authority in Pennsylvania will be providing financial assistance to help households on the verge of homelessness remain in their homes pending financial improvement.</p>
<p><span id="more-1338"></span></p>
<p>The homeless-prevention grant, funded through the federal economic stimulus package, can be used for temporary subsidy payments of rent, back utility bills or rent security deposits. Funds will be used to help those who have fallen on temporary hard times because of a job layoff or unexpected medical bill.</p>
<p>The program is likely to provide just partial funding. The housing authority will work with the family, while negotiating payment terms with landlords or utilities.</p>
<p>The program should begin in early January.  Applications are available weekdays from 8 a.m. to 4:30 p.m. at the housing authority office, 1055 West Main St., Stroudsburg, across from Stroudsburg High School.</p>

EA payments can be applied to rent, mortgage and utility arrearages; rent and utility deposits; and fuel deliveries. EA payments allow families to obtain or retain safe and healthy housing.</p>
<p><span id="more-1206"></span></p>
<p>Applicants for EA must be experiencing or threatened by one or more of the following:</p>
<ul>
<li>homelessness;</li>
<li>termination of a utility; or</li>
<li>lack of heat, hot water or cooking fuel.</li>
</ul>
<p>EA funds are meant to assist a family in resolving an emergency situation, after the family applies their own resources towards the situation.  A family applying for EA must be without resources to meet an emergency situation, or the situation must require more resources than a family has available to resolve it.</p>

Those qualified for the Financial Assistance Program can receive help in two ways:</p>
<p><span id="more-1154"></span></p>
<p>Crisis Solution Grants are designed with the short-term needs faced by the working poor in mind.  Transportation passes, food vouchers, eye glasses, prescription medicine, and clothing are examples of the many uses of Crisis Solution Grants.  Families can receive up to $300 in assistance, once per year.  Payments are made directly to landlords, utility companies, or other service providers on behalf of the client.</p>
<p>Self-Sufficiency Grants assist families with rent, utilities, and basic necessities while the head of household completes an employment program.  Families may receive assistance multiple times within a period of several months, with a limit of $2,500 per year.  Self-Sufficiency Grants have been used to support families while the father completed a job-training program, to support a single woman as she worked towards getting her medical degree certified in the U.S, and more.</p>
